  1. 1

What did the Rump Parliament achieve between 1649 and 1653?

    Model answer

It secured the regime militarily, repealed compulsory attendance at the parish church while passing the Blasphemy Act, sold crown, church and Royalist lands to fund the army, and passed the Navigation Act of 1651 to protect English shipping.

  2. 2

Why did Cromwell dismiss the Rump in April 1653?

    Model answer

He believed it was perpetuating itself and neglecting law reform and godly reformation, and when it pressed ahead with its own bill for a new representative he ended it by force with a file of musketeers.

  3. 3

What was Barebone's Parliament, and why did it fail?

    Model answer

An assembly of about 140 godly men nominated in 1653 rather than elected; its radicals proposed abolishing tithes and the Court of Chancery, which alarmed the moderates so much that they voted to surrender their power back to Cromwell in December.

  4. 4

What system of government did the Instrument of Government create?

    Model answer

England's only written constitution, drafted by Lambert in 1653, vesting power in a Lord Protector advised by a Council of State, with triennial parliaments of 460 members on a reformed franchise and liberty of worship for all Christians except Catholics and supporters of episcopacy.

  5. 5

Why were the Major-Generals appointed, and why were they resented?

    Model answer

After Penruddock's rising of 1655 the country was divided into districts under Major-Generals to police Royalists, funded by a decimation tax of ten per cent on Royalist estates; their interference in local government and enforcement of godly reformation offended the gentry, and Parliament ended the experiment in 1657.

  6. 6

What did the Humble Petition and Advice propose, and how did Cromwell respond?

    Model answer

It offered him the crown and a return to a more traditional constitution in 1657; after weeks of hesitation he refused the title under pressure from the army, but accepted the rest, including a second chamber and the right to name his successor.
