Depth study: The reign of Richard I in England — government in the absence of Richard
- 1 thing to know
- Unit group 3
Overview
Recall questions on government in the absence of Richard, the role of Hubert Walter, rebellion under John, the use of itinerant justices, Walter as Archbishop of Canterbury, local government, assizes, Forest Assize, Assize of Weights and Measures, Richard and the Church.
What you need to know
Answer each one before you reveal it.
Questions from this subtopic
Each one with the model answer underneath.
- 1
What did John attempt during Richard's captivity?
Model answer
He allied with Philip II of France, claimed that Richard was dead or would never return, and seized royal castles, but the loyal administration and Richard's return broke the rising and his lands were declared forfeit; Richard then pardoned him as immature rather than treating him as a traitor, and eventually accepted him as heir.
- 2
What offices did Hubert Walter hold, and why was that combination so powerful?
Model answer
He was archbishop of Canterbury, justiciar and papal legate at the same time, so he directed the Church, the courts and the finances of England simultaneously.
- 3
What did the articles issued for the eyre of 1194 introduce?
Model answer
They set out what the justices were to enquire into on circuit and created the coroner — three knights and a clerk in each county who kept the pleas of the Crown independently, and so checked what the sheriff could conceal.
- 4
How were itinerant justices used under Richard I?
Model answer
General eyres were sent round the counties in 1194 and 1198 to hear crown pleas, take the possessory assizes and enquire into royal rights, so that justice and profit were pursued together.
- 5
What did Richard's government do about the sheriffs in 1194?
Model answer
Most sheriffs were removed and had to pay heavily for reappointment or were replaced by curial officials, both raising money and tightening central control over the shires.
- 6
Describe the Assize of Weights and Measures of 1196.
Model answer
An attempt to impose uniform national standards for measures of corn, wine and ale and a single standard width for cloth, enforced by penalties, though it proved largely unenforceable.
