How did the Vienna settlement contain France?

Questions from this subtopic

Each one with the model answer underneath.

  1. 1

What were Castlereagh's aims at the Congress of Vienna?

    Model answer

To restore a balance of power that would stop France dominating Europe again, to avoid a vengeful peace that would leave her permanently resentful, and to bind the great powers to consult together in defence of the settlement.

  2. 2

How did the Vienna settlement contain France?

    Model answer

A ring of stronger neighbours was built round her — Belgium joined to the Dutch Netherlands, Prussia given the Rhineland, Genoa given to Piedmont, Austria confirmed in northern Italy — while France herself was returned to her frontiers of 1790 with an indemnity and an army of occupation after Waterloo.

  3. 3

What did Britain gain from the peace settlements?

    Model answer

She kept Malta, Heligoland, the Cape Colony, Ceylon, Mauritius, Trinidad and Tobago — naval bases and trading stations rather than European territory — and secured a declaration by the powers against the slave trade.

  4. 4

    What was the Congress system?

    Model answer

Under the Quadruple Alliance of 1815 Britain, Austria, Prussia and Russia agreed to meet from time to time to uphold the settlement, and the first meeting at Aix-la-Chapelle in 1818 ended the occupation of France and admitted her to the group.

  5. 5

Why did Castlereagh object to the Troppau Protocol of 1820?

    Model answer

It claimed a right to intervene by force in any state where revolution had broken out. Castlereagh had already set out the objection in his State Paper of May 1820 — that the alliance existed to contain France, not to police other countries' internal affairs — and he rejected the Protocol formally in his circular of January 1821.

  6. 6

How did Canning's conduct of foreign policy differ from Castlereagh's?

    Model answer

He abandoned congress diplomacy for separate action in Britain's own interest, appealed openly to public opinion through the press, and set himself against the claim of the Holy Alliance powers to suppress liberal movements.
