Why could the government not feed the cities?
Model answer
Its grain monopoly at fixed prices gave peasants no reason to sell for a depreciating currency, and the transport system was collapsing, so grain stayed in the villages.

Why did the delay to the Constituent Assembly matter so much?

Elections were postponed repeatedly on grounds of war and organisation until November 1917, so the government's whole claim to be a caretaker for democracy lost credibility before the Assembly ever met.

Kerensky honoured the alliance and launched the June offensive, which collapsed with heavy losses and mass desertion, destroying the government's remaining support in the army.

What happened during the July Days?

Armed workers, soldiers and Kronstadt sailors demonstrated in Petrograd demanding Soviet power; the government used loyal troops to disperse them, published evidence that Lenin was a German agent, arrested Bolshevik leaders and drove Lenin into hiding in Finland.

What methods of repression and enforcement did the government use?

It restored the death penalty at the front in July, arrested Bolsheviks and closed their press, and relied on such loyal units as it could find, but it had abolished the political police and had no reliable force of its own.
